National Strategy for the Arctic Region Announced

The Arctic is rapidly changing. While the Arctic region has experienced warming and cooling cycles over millennia, the current warming trend is unlike anything previously recorded. As sea ice diminishes, ocean resources are more readily accessible. This accessibility, along with recent scientific estimates indicating the presence of significant energy and other resources, have inspired strong interest for new commercial initiatives in the region, including energy production, increased shipping, scientific research, tourism, and related infrastructure development. As an Arctic nation, the United States must be proactive and disciplined in addressing changing regional conditions and in developing adaptive strategies to protect its interests. An undisciplined approach to exploring new opportunities in this frontier could result in significant harm to the region, to our national security interests, and to the global good.

Today, we are releasing the National Strategy for the Arctic Region. Through this strategy, we are setting the United States Government’s strategic priorities for the Arctic region. These priorities are intended to position the United States to respond effectively to emerging opportunities – while simultaneously pursuing efforts to protect and conserve this unique environment.

These priorities include: advancing our security interests, pursuing responsible Arctic region stewardship, and strengthening our international cooperation. We will advance these priorities in a manner that: safeguards peace and stability in the region, utilizes the best available information for decisions, emphasizes the use of innovative arrangements, and underscores the importance of consulting and coordinating with Alaskan Native communities.

The National Strategy for the Arctic Region recognizes our existing policy structure and ongoing efforts by more than 20 federal departments and agencies as well as Senators Mark Begich and Lisa Murkowski, Representative Don Young, the State of Alaska, and Alaskan Native communities, which has been underway for decades. In the coming months, we will develop an implementation plan, as well as a document defining roles and responsibilities. To develop this implementation plan, we will seek opportunities to gain input from critical stakeholders. As a demonstration of our commitment to such input, Administration officials will be hosting roundtable discussions in Alaska in the coming weeks to discuss how best to move forward with the implementation of the concepts laid out in this National Strategy. The meetings will be held in mid-June, at a time and location that will be confirmed shortly.

Next week, Secretary of State Kerry will meet his seven Arctic state counterparts in Kiruna, Sweden at the biannual meeting of the Arctic Council. The eight Arctic states are planning for greater human activity in the region in the near term. The Council is providing a valuable forum for advancing important efforts, such as the 2011 search and rescue agreement and an agreement for preventing and responding to marine oil spills.

Through the release of this strategy, the United States is pleased to join our Arctic Council colleagues Canada, Norway, Denmark, Iceland, Finland, Russia, and Sweden in articulating our strategic priorities for this critical region of the world.

Ultimately, the United States seeks an Arctic region that is stable and free of conflict, where nations act responsibly in a spirit of trust and cooperation, and where economic opportunities are pursued in a sustainable and responsible manner.

I passed this scene while walking home one evening last week. There is a large pipeline being installed in the neighborhood. If I had been passing it in a vehicle, I would not have thought of it for long at all.

Walking by it, from several angles, I felt painful to think that so much waste seems an inevitable outcome of growth.

Time for a paradigm shift.

And so one day this guy comes up to you and says: “Hey man, did you ever try heroin? It’s really great.” And you say: “Oh, how’s that then?” And he explains like how it gives you this really nice feeling, man, and you’re a bit suspicious, of course, because you can’t believe it can be that easy and haven’t you heard that it can be dangerous? But he says no, it’s not dangerous as long as you know what you’re doing, so you say OK and you take some and it IS really nice, so you take some more. And so on …

(And so one day this guy comes up to you and says: “Hey man, did you ever try mass production economics? It’s really great.” And he explains how it’s this fantastic system where if you use machinery to produce lots and lots of everything, it all comes out cheap, so that everyone can afford a flat screen wall mounted TV with a DVD player and surround sound and a CD player in every room in the house, a computer, a laptop, an i-pod, a mobile phone, a digital camera, a microwave, two cars, a washer and dryer, a dish washer, a fridge and a deep freeze. And you’re a bit suspicious, of course, because you can’t believe it can be that easy. But he says: “What could possibly be wrong with a system like that? It’s just what we’ve always been looking for. Here, have this free gift and 14 days free trial in your own home WITH ABSOLUTELY NO OBLIGATION AND A MONEY BACK GUARANTEE AND 0% INTEREST FINANCE.” So you do …)

And then you start to notice after a while that maybe you don’t get to feel quite as great quite as easily as you did before, and it seems like you’re needing more of the stuff. And not only that, but when you don’t have any you don’t feel good at all and it’s like you’re beginning to have this NEED and that need keeps growing and you’re needing more and more and the price keeps going up and you start to suspect maybe the stuff is being cut with something and that’s why it’s not having the same effect. But you can’t be sure though and whatever – you can’t afford to pay for your habit legally any more and you’ll do anything for dope or the money to buy it. Running to keep still. Mortgage on your soul.

(And then you start to notice after a while that maybe you don’t feel all that happy with all this stuff, certainly not as happy as the people in the magazines and on the TV, but then you don’t have all the things they have yet, at least not the new models. And your work and your whole life doesn’t seem very satisfying either somehow, as if you’re kind of separated off from everything, and the things you’ve bought don’t seem to satisfy either (though you pretend they do) and again it seems to be a separation from something. And the price of whatever it is you want next which will finally free you keeps going up and what you have keeps wearing out or proving unsuitable or going out of fashion, and someone else always seems to be doing better than you and it makes you so mad. And you’ll listen to anything that promises satisfaction (“Buy now and save!” “More than you can possibly use in a lifetime!” “Vote for me and I’ll make everything OK.”) and agree to anything the system says is necessary, even a nuclear war.)

And finally you awake from your technicolour fantasies of horror and ecstasy and allow yourself to realise you have been sucked into a situation of total need. Terminal addiction. The only way to avoid the excruciating pain of withdrawal is to tie yourself in knots trying to pay for your ever-increasing consumption of the poison which is killing you. You can choose between death by intoxication and the voluntary suffering of a pain which you are afraid may also kill you as the only escape from your sick body and back to some kind of health. Some make it one way, some the other.

(And finally you awake from the advertisements braying between the taped laughter of the sitcoms, the obsessive violence of the thrillers and the ritual humiliation of the big money quiz shows to learn that you are living in a multinational board game, a cross between Monopoly and Risk, mesmerised by an intrusive and pervasive media telling you not only what to think (too obvious) but what to think about; where corporations not only buy and own politicians, but can sue governments whose policies cut into their profits; where goods are more abundant than ever before while the number of people without shelter, work or enough to eat is constantly growing. At home the tap water tastes like a swimming pool and you can be thankful if your child isn’t among the one in three on the poverty line; with a floating garbage patch in the Pacific Ocean that’s twice the size of Texas; the “third world” is as in third world war; you can smell the fuse for the Christian/Muslim explosion to come; AIDS, starvation, pollution, war and corruption are a Jehovah’s Witness dream/nightmare coming true and you are a cell in a sick body, sucked into a situation of total greed. Marooned on the terminal beach while “safe” nuclear waste leaks slowly into the oceans. Much of the world is starving and oil, metal and timber are running out, while the only remedy will throw most of our industries out of work and collapse the (already teetering) world economy. You can choose between capitalism, where man is exploited by man, and communism, where it’s the other way round. The only way to avoid the excruciating fear of “the enemy” is to tie yourself in knots trying to pay for ever-increasing overkill potential: nuclear, biological and chemical weaponry. Prophecy a-fulfil, ya.)

It is time to take action! It is time to take the destiny of our world in our own hands! Therefore we will meet in groups large and small, as individuals and couples, at the exact time of full moon this May. Millions of us will gather and visualize the liberation of our planet from the tyranny of the central bankers so that for the first time in our history we will have the chance to create our own destiny as free citizens of the Earth.

 

There is a plan, conceived by positive people in the military, supported by civil authority, to arrest the members of the banking Cabal for their crimes against humanity. Our visualization will support this plan, so that it manifests as soon as possible, as non-violently and smoothly as possible. We will support brave heroes that will carry out this plan. Something like this has never happened on this planet before. This is our chance to be a part of it!

 

Our mass effort on this day will be the trigger that will activate the plan so that it may come to its fruition. Our visualization on that day is our declaration of freedom and independence. Make this viral! Share it worldwide!

Thank you for contacting me regarding intellectual property theft. I appreciate hearing from you and I appreciate the opportunity to respond.

S.968, the Preventing Real Online Threats to Economic Creativity and Theft of Intellectual Property (PROTECT IP) Act of 2011, was introduced by Senator Leahy (D-VT) on May 12, 2011, and was referred to the Senate Judiciary Committee. On May 26, 2011, it was reported out of Committee and is currently pending in the Senate. The bill targets websites, particularly those registered outside of the United States, which are “dedicated to infringing activities.” These rogue websites typically offer unauthorized downloading or streaming of copyrighted content or the sale of counterfeit goods including music, movies, and pharmaceutical drugs.

Websites targeted by this bill are foreign owned and outside the reach of U.S. laws despite the fact U.S. intellectual property is being infringed upon and U.S. consumers are the targets. Rogue websites cost American workers jobs and cost businesses millions of dollars in lost revenue. As online technology and commerce advances, we must see to it that injured parties have the ability to stop infringers from profiting from counterfeit products. For example, a victim of infringement will have the authority to file a civil action against the owner or registrant of a rogue site. If an order is granted by the court, third parties will be required to stop processing payments from the infringing sites, therefore, preventing infringers from collecting payments. I will work to ensure that our laws our modernized to protect intellectual property, and will keep your thoughts on this bill in mind should it come before the Senate for a vote.

Below is the response I got from Saxby Chambliss regarding SOPA/PIPA.

Dear Mr. Hare:

Thank you for contacting me regarding S. 968, the “Preventing Real Online Threats to Economic Creativity and Theft of Intellectual Property Act of 2011 (PROTECT IP),” and H.R. 3261, the “Stop Online Piracy Act (SOPA).” It is good to hear from you.

S. 968 was introduced on May 12, 2011, and referred to the Senate Judiciary Committee. On May 26, it was reported out of committee and placed on the general legislative calendar. If enacted, S. 968 would amend federal copyright law to authorize the Attorney General to file civil action against violators of copyright infringement law.

H.R. 3261 was introduced on October 26, 2011, and referred to the House Committee on the Judiciary. On December 16, it was considered before the full committee; however, the bill was not voted out for consideration by the full House. If enacted, H.R. 3261 would authorize the Attorney General to seek a court order against a U.S.-directed foreign Internet site committing or facilitating online piracy.

On January 23, 2012, a procedural vote on S. 968 was scheduled in the Senate; however, Majority Leader Reid announced that this vote will be postponed in order to allow for modifications to the bill to be made. Furthermore, House Judiciary Chairman Lamar Smith announced that further consideration of H.R. 3261 would be postponed indefinitely.

It was always clear that SOPA and PROTECT IP needed to be perfected, and that legitimate concerns needed to be addressed before these bills could move forward. Given this and my constituents concerns, it was always my intention to oppose moving forward until concerns had been addressed. With the majority leader’s decision to postpone the cloture vote on the PROTECT IP Act originally scheduled for January 24, I withdrew my co-sponsorship to await the resolution of the outstanding issues.

I believe that online theft is a serious issue, and that Congress needs to make certain that our laws adequately protect the interests of rights holders. When $58 billion in economic output is lost to the U.S. economy annually due to copyright theft of movies, music, packaged software and video games, and about one-quarter of all internet traffic is copyright infringing, there is a real problem that needs to be addressed. I have complete faith that we will be able to work out a compromise in the future that addresses this, while still promoting free and open access to the internet. Should a bill addressing this topic come before the full Senate for consideration, I will keep your thoughts in mind.
